Indivisibility has long been among the defining characteristics of sovereignty. As Hans J. Morgenthau once stated this point, “sovereignty over the same territory cannot reside simultaneously in two different authorities, that is, sovereignty is indivisible.”[1] Sovereignty cannot be divided without ceasing to be sovereignty proper, and precisely this quality of being indivisible distinguishes sovereign authority from other forms of political power. Dividing sovereignty between two or more authorities within a given state would therefore be to dissolve that state into parts. The indivisibility of sovereignty is thus a necessary condition of the unity of the state.

Engaging with Leonard Besselink’s composite and evolutionary conceptualisation of the European Union, this piece focuses on one of his more normative suggestions. Namely, the idea that understanding the European Union within composite and evolutionary contours would facilitate European integration given the flexibility and inclusivity of this focus vis-à-vis European Union member states’ constitutional diversity. I make three contentions related to this topic. Firstly, that in the current political constellation the virtues of inclusivity and flexibility, which are Leonard’s reasons to merit these constitutional archetypes, need to be re-assessed in the light of the more contemporary goal of enabling the European Union to compete with the far-right’s attempts at rearticulating a retreat toward national sovereignty. Secondly, that it is unclear whether the European Union can compete with the far-right within frameworks that remit to the Nation-State. This stems from the European Union’s systemic weak political capacity other than one based on market ruling, which coincidentally is an important reason to explain the rise of these forces. Finally, that only a European Republic can abate twentieth-century sovereignty and lead Europe towards a sustainable future.

The Chinese Communist Party is more confident and explicit in presenting itself to the outside world as a systemic competitor and legitimate alternative to Western liberal democracy in global affairs. European countries face three critical and imminent challenges, namely the spread of Chinese propaganda and disinformation in Europe, the capture of elites who act as opinion shapers within European society, and self-censorship by those who shape European public perceptions of and discourses on China as a result of Chinese coercion. To increase resilience in the face of China’s propaganda and disinformation, Europe needs to promote greater media independence and China literacy and raise the costs of engaging in disinformation practices. On the issue of Beijing’s cultivation and co-option of elites, European governments need to promote stronger rules around transparency, disclosure, and the revolving door issue. To tackle the issue of self-censorship, the EU and its member states need to facilitate transparency and information-sharing among actors affected by Beijing’s coercion while being prepared to counter-retaliate. ,...
